Unable to create a new year

I tried to create a new year in ACCPAC but I keep getting an error that says the following "Incorrect Procedure". You cannot create a new year until all other users have left ACCPAC G/L and all other ACCPAC G/L windows are closed"

I am the only ACCPAC user and I do not have any windows open, does anyone know why I would get this message?

Exit Accpac and then delete semaphor.bin in the Site folder.
