Unable to connect to new LANs

My IBM ThinkPad has difficulty connecting to a new LAN when I go from one location to another.
It will pick up an IP addsess from the local DHCP server but, other than that, TCP/IP is non-functional. I can't ping or connect to anything!
The workaround is to run WinsockxpFix and reboot the laptop (everytime I go to a new location).
At first I thought it might be the IBM Access Connections (or whatever it's called) program, so I uninstalled it. Unfortunately, this didn't help.

Anyone have any ideas?

Netsh.exe may be one answer. But, with my (limited) experience with netsh I haven't found a cure yet.

So far I haven't installed the XP Support Tools, that will be my next attempt.
 
Tried the netdiag too. No change. Netdiag shows winsock OK - even though when it isn't working.

Things seem to be going downhill, occasionally, even WinsockxpFix doesn't help.

When it works, everything is great. It's just that it doesn't want to work whenever I go to a new LAN (which is a lot).
