Unable to connect to a catalogue

Hi,

I am trying to connect to a catalogue (user id and password correct) but get the following error message

DMS-E-CONNECTREJECT, A connection has been rejected by the remote interface during operation 'attach database'.
ORA-12154: TNS:could not resolve service name

any ideas anyone?
