Unable to configure routing restrictions

Help!!!

I have recently installed SP3 on our Exchange 5.5 server to configure the server to prevent mail relaying. According to all the sources, I need to enter the IMS configuration page, choose the routing tab and then specify my options through the 'routing restrictions' button. Unfortunatley this button is not active!!!!!!! Is this a common problem, and does anyone have any good ideas?
