unable to complete autoupdates

on patch kb905474, the infamous genuine advantage install, i am getting errors on a few systems that state "Setup Error- You do not have permission to update Windows XP. Please contact your administrator." The user has administrative access. I've also check the security policies to make sure that they have all been properly assigned to at least the administrators group. i've been to the genuine advantage site and it says that everything is hunky dory. It shows up in add/remove programs, unable to uninstall of course. I've unlocked the wgatray.exe and removed it's associated dll and the exe to try and force a reinstall. I've reached a brick wall and i'm stuck, any ideas?
 
Make sure all antivirus, anti spyware, and software firewalls are closed and then attempt to do the update. Might want to try safe mode with networking.
