Unable to Close Task Manager

Hello

I have a user who when she opens up task manager is unable to close the program using the [X] icon. She is missing the top half of the dialog box, where the minimize, maximize, close icons, as well as the File|Options|View|Help menus are. I had her reboot her PC on numerous occasions yet that part of the Task manager does not display. She is still able to close it via Alt+F4.

Any ideas?
 
Does her Task Manager looks similar to this? (i.e. with no titlebar, buttons or menubar):

If so then all she has to do is to double-click on the top border of the dialog, i.e. above the column names. This will restore Task Manager to its normal state.
