Unable to change password on this account (C00000BE)

Many but not all of my NT4 clients are receiving this error when attempting to change their password in my Win 2003 AD domain. I've searched technet and found only one mention of this problem with windows 2003 server, and testing shows it does not apply (no open "\pipe\samr" entries in open files).

Any ideas? Time to spend $275 on a tech support call (or more since M$ no longer supports NT)?
