unable to change keyboard language settings, why?

Hi there,

I'm trying to change the

Primary Keyboard Language Environment Settings

under

smitty --> System Environments

The default value there reads something like that: ?????? ?????? [none]

Whenever I change it the smitty output says "ok", but as soon as I leave and reenter smitty the setting automatically changeg back to ?????? ?????? [none]

How can that be?
Am I missing something?
