Unable to change GW password

I am trying to setup a "helpdesk" group that will have a rights to change users' password and GroupWise password. The helpdesk group has been added as trustee of the container that holds all users (following the TID 2951249).
When log in as a member of the helpdesk group, I am able to change users'password. Tried to access user' GW account either by opening user' account properties or using GroupWise view/client options, with the following error
message: GW administrator: error code FFFFFD60.What rights the users have to have in order to change GW password? What I am missing? All servers are NW5, (NDS 7.44), GW5.5.
