This setting is a pain. I've downloaded and installed the latest driver from ATI for Win 2000, but when I go to display properties, It is still listed as 256 colors and no other listed to change. As well, the advanced button is greyed out. Any idea to get this working?

I can only think of it being your card's drivers or monitor drivers.
Try reinstall both, manually

I recall I had similar problems YEARS ago and I think it was that the driver was misleading - you are likely installing the wrong version that is LOGICALLY correct to you, but just plain wrong. What EXACT model graphics card?

Yeah it happens all the time, get the exact card P/N from the card its self so open that box up if possible. If it is internal card you can run BELARC Advisor tool and it will inventory your computer and show your vidcard or at least your motherboard model number and then you can research from there.
