Unable to change account password.....?

Hi guys,
I am having difficulties figuring this one out.
I have a group of users that connect to a NT 4.0 domain. The policy for the users clearly specifies that users ARE allowed to change their passwords.
However, when the user attempts to change their password they are unable to do so?
I have checked the local workstation poicy and the user is not prevented from passing their password here either?
Any ideas what may be causing this?

Can you check the domain user acounts through usrmgr? We had a similar situation with a couple of users and what had happened was that although the users were allowed to change their passwords the policy had been overridden for the 2 users having the problem by the "user cannot change password" box being checked in the user properties.

Yeah, these accounts have no restrictions on them.
The box is un-ticked and from Policies->Account there are no restrictions on the passwords. The passwords are due to expire every 60 days?
 
Check you wins config, for the user to be able to change password the user need to be able to see and resolve the address of the PDC
