Unable to Access the OWA after few days

We have 2 Windows NT 4.0 Server --one with Exchange 5.5 and another just IIS 4.0 both Service pack 6a, enough hard disk space and memory. But OWA stopped working twice and was inaccessible by any one in our organization and the only solution is to stop the services and start again. Is there any quick and permanent solution to this problem. Thanks
