umask for ftp 1

How do you set/change the umask for ftp users or for ftp itself.

for example

user1 ftp's to unixbox1 and puts a file. The default permissions seem to be 644. I need the defaults to be 664.

woops...you asked for ftp..

make a file /etc/default/ftpd and add "umask=002"
