UK least cost routing problem dialling 999

Just changed LCR provider and could not dial out with the new code 162. The provider arranged for the previous code 132 to be used. With 132 can make external calls except for 999. Currently there is no LCR code in the system and we cannot dial 999. If we manually dial 999 using 132 we get a message to redial on BT. All the LCR and CPS tables have been deleted but still cannot dial 999. The only way for us to dial 999 is to bypass LCR using 1280 but there is no LCR in the system. When we used 132 previously there were no specific LCR exclusions from 999, all digits were sent to 132. Any ideas?
