UILC / MISP Card MBSY

Hello,

Can someone tell me what conditions cause a Maintenance Busy condition with the UILC / MISP Cards? Please be specific as I am interested at the signal level. could this be a case where the equipment is not shut down properly? Programming prameters? error thresholds?

We have a situation where our line hangs up periodically and we have to go in and disable/enable the card/loop.

Any help would be greatly appreciated!
