UDP Broadcasts over Ports 137 and 139

I've been receiving numerous errors in my domain controller's event logs with a System ID 8003. Investigating further MS Q article Q135464 states that to correct this error I need to stop UDP broadcasts on ports 137 and 139 on my routers. Can someone tell me how to do this and if there are any side issues I should be concerned about if I do this? Thanks!
 
create an access list preventing UDP on ports 137 and 139 on the router (inbound).
