Here's a good whiz...but which is the faster transaction?
ATA/33/66/100/133 - Megabytes a second through cable transfers or...
5200 rpm
7200 rpm
10,000 rpm
15,000 rpm

Which should be more focused? I'm trying to decide which to install.

I'm assuming a 20Gig ATA66/100 spinning at 15,000 rpm can deliver more info faster than a 40Gig ATA133 spinning at 7200 rpm.

My two cents. would do you guys think?

The faster bus speeds are rarely achieved due to other system bottlenecks. I would think that the faster rotating drive would perform better. This is of course within certain limits. For example, a 15k rpm disk at ATA/33 (which probably doesn't even exist) would likely not be faster than a 7200 rpm disk at ATA/133. This is really just a guess though, I have no data to back up my opinion.
