UCA 3.1 PIM Error on 5000 System

I am getting this error while trying to launch the UCA Client

ystem.Exception: Failed to boot module PIM Service. Original Exception Message: Object reference not set to an instance of an object.. Original Exception Type: System.NullReferenceException
at NewHeights.Library.UIThread.Execute(Delegate m)
at NewHeights.BootStrapper.FastBootManager.Boot()
at NewHeights.YA3.MainClass.Start(FastBootManager bootman)
