UC Module not accessible from network

I am having a very strange issue. Installed a new UC module on an existing IP Office. There is a voice VLAN and a data VLAN. I can access the phone system from the data VLAN but I can't access the UCM from the data VLAN. The IP Routes on the IPO and UCM are the same. I have even tried setting the IP Route for the UCM to use the IP Address of the IPO as the gateway. I can access the UCM if I have an IP Address on the voice VLAN. The really strange thing is that I can ping the voice VLAN gateway from the IPO but not the UCM. Any ideas?
 
Who managed the vLANs? Is there a firewall between them? (There should be!) Make sure that access to the UCM ip is permitted from the data vLAN. The UCM definitely needs the voice vLAN gateway as it's gateway, not the IPO's IP addresss.
 
So you said all that without giving us any hint as to which is LAN1, which LAN2, what the IP Office and UCM addresses, etc.

The Unified Communications Module connects internally to the IP Office LAN1 network and must have an IP address the same subnet as that interface

Stuck in a never ending cycle of file copying.
