UC 4 Client Error

I've had this before and seen the issue appear on here a few times. I have a single client on a network or 30 that cannot use UCA4 client because of the following error:

Removing the NewHeights folder does not work, which was a previous fix. The client is Windows Vista SP2 and has had this problem since UC3 and I was hoping UC4 would make the problem go away. I have fully patched the laptop and removed and re-installed the UC client.
