Ubuntu 7.1 and ntop 1

I can't for the life of me get past this error when starting ntop:

**ERROR** RRD: Disabled - unable to create base directory (err 13, /usr/local/var/ntop/rrd)

I'm trying to run it for the first time by using "sudo ntop" but that error is as far as I get.

Any advice?
 
sudo mkdir /var/lib/ntop/rrd
sudo mkdir /var/lib/ntop/rrd/graphics
sudo mkdir /var/lib/ntop/rrd/flows
sudo mkdir /var/lib/ntop/rrd/interfaces
sudo mkdir /var/lib/ntop/rrd/interfaces/eth0
sudo chmod -R 777 /var/lib/ntop

That'll get it to run. I have no idea what to look at from there. I'm not familiar with this program.
