UAC question

I want to run UAC, but think it seriously affects my systems performance...

Im running an AMD Athlon 64 - 3700+ (2.20 ghz)
894 mb ram

When I enable UAC IE starts running very very slowly - typing in website addresses I get type lag - pressing a character has a slight delay before it appears... for example... and generally the system performs slowly / sluggishly... when I turn it off and restart, its lightning fast again...

I want to be protected by UAC, but need fast performance. Is my problem a lack of RAM? Should UAC really affect my system performance in this way?

What do you reccommend I check / test to remedy this?
 
What is your performance like from Safe Mode, or from Normal Mode but as a different user?

Have you many errors in the Event Viewer (check before using Safe Mode)?
