U.S. Robotics V.92 Fax PCI modem - Problem

I have a new modem and i'm having lots of lag and disconnects lately. It's a U.S. Robotics V.92 Fax PCI modem.

I thought I was having phone line problems but the phone company came out 3 times and the last time they had me unplug my modem from the line and the noise went away. Just as soon as I plugged it back in, the noise came back. That noise is a very silent ticking sound and it sounds like an electric fence. When I call someone long distance they can barely hear me but if they call me back, they hear me fine.

I moved the modem to a different PCI slot but the same thing happened but the ticking noise didnt start until I installed the driver. The modem might be bad but I am not sure...

Has anyone here seen this before?
