It seems like the government only goes after stuff like this if extortion is involved. In this case, the spyware continually tells you to buy an anti-spyware product. All spyware should be outlawed, not just some of it.
I agree. However laws are written when money becomes involved. The goverment isn't going to bother outlawing something just because it's annoying. Someone has to show a bunch of old men that can't check there own email that spy ware costs people and companies money. Specifically costs the companies that support them money if you want something to happen quickly.

This is one of those case were I think "be careful what you wish for". Laws governing internet content are a very bad idea IMHO. Technology and education is the answer. Big Brother is necessary, but when you invite him to the party he's usually not happy just being a helpful part of it, he wants to own it, tax it, spy on it, regulate it and ultimately control it. Is that really what we want?
Having said this, obviously I am not for having child pornography or anything else where the producer of said content has abused anyone or broken existing laws in creating the content. The laws we have are sufficient in my opinion (more than sufficient if we think about how many of them there actually are).
Spyware is all about people with technical knowledge imposing something on the ordinary user. If you picked someone's front door lock and set up a camera in their house you'd get arrested. How is it different when it is all electronic?
