Type 31 Mailbox Issue

I have a Octel 250, Aria 3.0 with a Nortel 61C. I have set up a type 31 ECP box and have 2 menu options. The first option is routed to a type 0 mailbox. The 2nd option is routed to a MCR extension that has a type 0 mailbox. The TNs associated with the routing table have been changed to point to the extension of the type 31 mailbox. We have several ECP boxes set up similarily and this is the only one giving me the following problem:

If you press option 1, the call will be routed to the appropriate mailbox.

If you press option 2, the call is routed to the mailbox instead of the extension. I have verified that the menu option for this is indeed for the extension.

I have even tried creating other mailboxes with the same set up and I'm still getting the same problem.

Any ideas? The extension of the ECP is set up as a phantom extension on the phone switch.
 
You may have verify ext numbers turned on in menu 2 2 and what you need to do is to change the make sure that the ext number you are trying to transfer to is in a mailbox as the subscriber or manager ext number other wise the system will match mailbox numbers and send it right to the mailbox
