Two-step VPN Connections

I am looking for a way to have a two step authentication into a VPN. My company needs to include some remote users into the domain and we are brainstorming how to do this. Other than the Cisco Route, we thought of a 2 step authentication where the VPN is built before windows logon and then with the correct password, the tunnel is confirmed and connected allowing us to include the remote sites onto the domain.


Any thoughts? Suggestions? Please help.
