Two static IP address's one feed

Here's my set up, From the internet connection of the satalite dish I put that into a 4 port gigabite unmanaged switch, From that switch I have feed in port (1), port (2) to goes to one router with static .123 for data and then port (3)goes to voip system with static .127. Iam using (2) routers because I have no access to the data side and have my own static IP address of .127 for voiop should this set up work right ?
 
Not sure about your set up, but sounds totally wrong.

You need the router in-line 1st i.e. from the Dish > A Router > switch.

As you describe it the incoming calls would have no idea how to get to your network.

So you need (on your router) > VoIP > .127 / All other traffic > 123

You may want to have a look at this site, it's pretty good at explaining things.

Voip over internet over a satellite link? Your speech quality is going to be very poor, due to the high latency.

Is there any other way you can achieve what you want?

I used to work for a company that sold satellite access voice gateways. Mining companies used to take them to New Guinea and stuff.
The speech quality used to be fine as long as we set the jitter buffer high enough, and the latency was less than you would get on land systems to countries like Jamaica and Kazakhstan.

You need to be clear on what the .123 address is on the other router - is that the address that connects them to the provider, ie, the "Outside" address?
If so, then does the provider know to route data to .123 and voice to .127?
If so, then all you need on the voice system is a default route pointing to the provide IP address.
