Two sites one directory

Hi

I have two sites that has Netware 5.1 sp8, both have 1mb broadband connections. They want one directory to share between the two sites. I have never done this and is not a 100% sure how to do this. Should I install both servers in one tree and then just setup a vpn between the two and would this not kill their internet connection? What is the right way of giving them one shared directory? Please help.
 
No matter how you do it, whoever is on the other end of the slow connection is going to hate it.

You can easily have both servers in the same tree, but sharing files is another story. They're going to have to be on one server, and the people across the WAN are going to have to use the slow connection.
