Two SIP Lines

Have a customer that has two SIP Lines - Primary and Backup. Both SIP Lines are built and are "in service". Calls over the primary complete just fine. However every other call tries to route over the secondary SIP Line and those calls fail. Is it possible to have both SIP Lines "in service" yet prioritize all calls so that they route over the primary SIP line unless it is "out of service" due to a carrier issue, in which case the calls would flow over the secondary SIP line?
 
Yes

Give the second trunk another outgoing call id.

And make a backup route via a second ARS table, which overflows from the main ars table
