Two routers in one networks?

Two departments have its own router (Dynalink RTA220 and RTA200 ADSL Router) and switches (8 ports, 5 ports) for its own network.

Now to share resources between two department, I need to connect the two networks to be one only, but still keep each department use its own ADSL router to access Internet.

Do I need seperate device, like switch, etc? How can I set up the gateway (for router), subnet mask and default gateway for PC in each network, and can still access the other department PCs for file sharing?

as an example, with no DHCP:
router A 192.168.1.1
Computers using router A have addresses 192.168.1.2 to 127
Netmask 255.255.255.0
Gateway 192.168.1.1

Router B 192.168.1.254
Computers using router B have addresses 192.168.1.128 to 253
Netmask 255.255.255.0
Gateway 192.168.1.254

then just use a cross over cable between any switch connected to A and one connected to B

I tried to remain child-like, all I acheived was childish.
