Two navigation areas

My site has two navigation areas, the main is the biggest and controlled by wordpress, the second is hard coded and only contains a few of the pages in the site.

Is there a way to do this in admin so the second nav area only shows certain pages to save having to change manually when the links need to change.

I think you should look at an include file.
