Two Frame Relay Switches with NNI Interface

Can anyone think of an example of when you might have two frame relay switches (routers) connected with an NNI Interface within the frame relay cloud?

For my home lab, I have one Cisco 2520 configured as the FRS but I saw an example two connected together. I couldn't think of a reason why you might have that situation.
