Two division web desing

Hello, i'd like to have a web with a división, in one of the divisions (1/2 cm above) i'd like to place a logo and in the other one (1/2 cm below) a small text, with two textboxes and a button and i would like to know how to always keep the divison in the same position with the objects that i mentioned?

P.S.: I'm using Fireworks for the web design.
 
It sounds like you want to use frames, though I'd advise against it. People don't come to your site to see your logo, they want the other information that's on the page(s). If you take up the screen real estate with content that gets in the way of them seeing what they really want, you're going to discourage them from visiting your site.

I've got a question here, and I think I know the answer, but I'm always ready to learn more...

Is there a way to have a static header (such as a logo or "main" title for the site, and maybe the menu) that you don't have to edit on every single page without using frames? Is there some sort of static menu option, or else maybe a way you can do maybe "cascade edits" so that when you edit the "main" portion on one page, the web editor program makes those changes across the board?

I've not used frames yet, but for that purpose, they've seemed tempting to me. I know that Front Page has something similar called Shared Borders, but it never really worked for my site either..
