Can I change the colors of the borders of a cell(top, left, bottom, right) , and the background of the cell itself all differnent colors?

Can I make the background image of a cell not repeat with CSS

here is is, simply:

example of 1: border-bottom: 1px dotted black;
example of 2: background: #0066CC no-repeat url(../images/BLAH.gif) center 5px
