Twnning not working 2

I've set up several sites with twinning with no problem but I'm having a problem on a 9.1. the twinning works just fine when the calls are twinned out and when I press the twinning button I can pull the call back from the cell phone but if I tried to re-twin or extend the call manually back to the cell phone while the call is in progress and I press the twinning button it just clicks and does not send the call back out.

Any suggestions that I should look at I would appreciate. Thanks

I got a resolve so I thought I'd leave the solution here.

when I tried to manually transfer or call forward I was denied so that gave me a hint it must be a restriction in place.

Turns out to be it was a restriction under system/telephony/inhibit off switch forward transfer.
