tweened images jump, is it a bug?

When an image is tweened, even when the keyframes are identical, the image jumps to the right or left one pixel. Is this a bug?

I'd rather not post the file that I'm having trouble with and don't have time to put together an example of the problem, but here's a symptom: it occurs when the image is placed on an exact pixel coordinate (y:18 rather than y:18.3). The problem is that the image needs to be at 0,0.
 
Hey slow-rocket,

Don't tween the image to 100%. Take it to 98% or so and that takes care of the bug.

Flash it up.
