TV OUT, so simple.. But cant do it 1

In the past ive been able to use the TV OUT function on my video card to use
my 68cm TV as a monitor for the computer.
Lately Ive wanted to do it again but I cant figure it out and its driving me
crazy.

Could someone explain the following and any reccomendations appretiated.. or
even a a step by step.. anything. The book that came with this thing is
written in hieroglyphics

1) First, in the past Ive used the female RCA 'COMP OUT' on the video card
to connect to the video in on the VCR (using a male/malke RCA cord). Is this
right ?, I swear I did it this way before but it hasnt worked.
2) The female SVidOut jack on the video card... what is this for ? There are
no cords that allow this to be connected to the VCR. It can connect to the
'TV BOX' that came with the video card but I thought that was for TV IN..
and I can get that working :)
3) There is a female VR-OUT on the video card as well, what is this for ? no
cords came with the video card that fit this? (It can take a standard audio
cable from a spaker etc)
4) The SVidIN female on the video card. I thought this was only for video IN
but the card came with an adapter which allows it to plug into an RCA,
allowing it if I wish to connect to the VCR using the male/male RCA cord. I
know its prolly not ment for this but why did they package an adpter for the
SVidIN ?

5) Once I get the correct leads plugged in what is next.
SAY I have everything plugged in correctly... I use Display properties to
change to the TV, which it detects successfully using the methods I used in
(1), Now my country (Australia) uses PAL

and heres the next confusing bit. USING THE DRIVERS that CAME with the card
and ones I DOWNLOADED it doesnt list the australian and its respective
format which is (PAL). But it says france uses PAL, and is the only one that
doesnt have a /I, /H /* behind it, when I select it it doesnt change the
format ?? I click it in the dropdownmenu and it goes back to the previously
selected format, or the default NTSC. Ive tried windows 98 and XP with
respective drivers for each OS and different versions all have this problem.

will any others like PAL/H PAL/I etc work ?, does it matter? I dont want to
watch TV I just wana use the TV as visual output??

I know its BIG and Ive done it before so its prolly really simple, but I
cant do it this time.. Answers to all or any of the above and ideas please
reply.. anything..

Make sure your computer is turned off before you connect your tv to the video card. After you connect your tv to the video card turn on your tv and then boot your pc.

The s-video jack is also a video out connector. Does your tv has a SCART connector on the back ? If so then use a SCART connector box to connect your pc to the tv.
