TV Out Problems (GeForce 5500)

I'm having problems trying to view computer video on my TV. I haven't had problems with my older video card. Basically what happens is that my tv flickers these black and white lines when I go to "clone" my computer. Reinstalling my drivers and restarting always works. It's kinda of a pain to keep having to reinstall my drivers. Any help would be great!
