Turning phone on/off Remotely via a PC

We are running an Option 11c Rel 22.16 and would like to have the ability to turn our analog phones on/off through a PC instead of doing it through a Key on a model 2008 or 2616 Phone. Does anyone have any insight into this? I know they have a way that they do it in a hotel environment; however, I don't know if they're using Option 11C's or not.

I've been trying to find an answer for some time.

TTY PORT NEEDS USER SET FOR BGD AND USE HOTEL/MOTEL TYPE ENTRIES LIKE SE ST XXXX CH OU. (ROOM CHECK OUT). PHONES MUST HAVE CCSA CLS.
 
Like I said before I would rather have a controller phone with the control key on a phone out in the area where the person you want to do this is located than have them in the switch doing changes. You don't have to put a label on the key, this way strangers won't know it is there.
