Turning phone on and off by user

Our Security Office has a telephone for the supervisor. The supervisor wants to have the capability to "shut off" the phone for use by entering a code or password when he is out of the office (or off-duty). And to "reactivate" the phone by entering a code or password when on-duty. His shifts vary by day of week and hours of the day. (He doesn't want to enter a code to make each phone call either) Any solutions?
 
You can do this with Controlled Class of Service, but you will control the COS from another phone. I don't know of a way to do it from the actual phone set.

You can change the NCOS by time of day, but that would not help since his schedule is always changing. I'm sure someone will know another way.
