Turning on Telnet - BCM 400 4.0

I am trying to Telnet into a BCM, but I believe that port 23 has been disabled. Is there a way to turn it on in element manager?

I remember in 3.x there was a telnet tab in config. manager, but I can't find anything in element manager.

cant telnet to 4.0. Nortel can Pudy to it, but it uses a special password, that is tied to the system ID and date.
they use nnsupport for the user name.
