Is there a way to turn on night ringing service remotely?

No unless you have a digital extender but you can set timers for when night service turns on automaticly.

There is a way.
Your ringing services control set needs to be the DN your RAD is connected to.
Then use REMOTE SET TOOLS. Assign a key on your RST set for FEATURE 871.
Kind of surprised me, but it does work. Just verified it.
