If RECEIVE VOICE CALLS is set to off, this shouldn't be happening at all.
Can you do a PRINT of the extension involved and double check it's status?
There are 3 choices for an R7.
Receive Voice Calls : ON
Receive Voice Calls : OFF
Receive Voice Calls : IDLE
Idle means they get voice calls when they are not on the phone.
