Turn off Outlook.com contact suggestions in new email

My customer is using Live.com for her MSN email address. When composing a new email message, it suggests people from all possible sources INSTEAD of just from her Contacts.

There used to be an option "only suggest people in my contact list", but I can't find it any more. Is there any way to to flip this switch in the current Live.com?
