Turn off 'Open File - Security Warning'?

Just installed Win2008 Server, along with all the apps I need to run a Visual Basic 6 application.

The only problem is, when it gets to various shell-commands an 'Open File - Security Warning' message box pops up, asking if I really want to run the exe being called by the shell. (Same thing happens when I try to run an exe via shortcut).

I've turned off UAC, added the offending programs to the 'allow' list in DataExecutionPrevention, added my domain to the Trusted Zone in Internet Explorer...nothing seems to turn this off.

I read that there's a setting in Boot.ini, but I'm not sure how to change that since the only copy I can find seems to be a read-only copy (called 'Boot.ini.saved', probably auto-generated on startup).
