Turn off file locking on the server Netware 6.0

I am try to solve a problem with a program that is written in Clipper 5.2e. Seems to want to lock the file when the database table is open causing an error. Is there a way to turn off the file locking on Netware 6.0 or set it up so that all file are shared? Clipper sets its own file locks so no need for Netware to do this.
