One of our applications is requiring to turn off DST between 9 and 10PM on 3/10.

Running HP-UX 11.11
By looking at the kernal parameters, it looks like DST is static.

Is there a way to turn off DST without a re-boot?

DST depends on the TZ variable; if your TZ points to a zone with DST it will switch the time. if you don't need DST replace the TZ by an offset from GMT; I don;t know if this will work without a reboot...
