Turn Off Computer does not work.

Hello everyone. for some reason when i click START-> Turn of Computer-> Turn Off. It does not turn off, it restarts.

WInXP Pro SP2
512mb RAM
AMD 2400+
80gig HD
Norton Antivirus 2006

Any Help would be great,
