Tunning DBWR

I seem to have a problem with DBWR, the average number of blocks scanned is 500+ as compared to all scans on the LRU chain. What can I do to tune this? would adding additional DBWR's help (I only have 1 running at present) or would increasing DB_BLOCK_BUFFERS be the way to go?

PLATFORM = AIX 4.3.3
ORACLE_VER = 8.1.7 / 8i
CPU's = 4
