Tunneling and echo on 9650 IP phones

I have a client with echo on their 9650's. I have changed from .729 to .711 on the CODEC. I have read a lot of posts on this subject, and am wondering if there is any documentation that deals with the logical order for troubleshooting this issue, or recommended changes if there are issues? It appears as if there are multitudes of tweaks and I want to be sure I am making the right ones in the right order. Thanks in advance.
 
Is the Echo from set to set or set to trunk? Wireshark is a good tool when troubleshooting IP.
 
Good question. And if it is on the trunk's what type of trunks? 2 wire or 4 wire
 
It is on the set. The digital phones, faxes, and Polycoms don't have this problem. It is a PRI T1.
 
It is a network issue.
Do you have vlans on the switches?

No - there is just one POE switch that has 14 9650 phones connected to it - plus the IP Office.
 
AGC on or off?
